1. Eligibility Rules
Participation in the Festivals is open to all bonafide full-time students, who are enrolled in the Colleges/Institutions affiliated with the University for undergraduate or postgraduate degree which is of a minimum duration of one academic year & whose examination is conducted by the University subsequent to passing 12th class examination.
All students for participating in the Festival shall fulfill the following conditions:
Not more than 7 years should have elapsed since a student passed the examination qualifying him/her for first admission to a degree course of a University or affiliated college.
The age limit of participation is up to 25 years on 1st July of the academic year.
Full-time employee/Lecturer/Commercial or Full-Time artist of A.I.R/Television/Film is not allowed to participate.
A student shall not be allowed to represent more than one College/Institution as participant/accompanist during a single academic year.
Provisional admission to a course of University or College shall not make the student eligible to represent the College/Institution in the Youth Festival.
As per rules of AIU, Ph.D. students are not eligible for participation in Youth Festivals.
If a student has submitted admission forms in more than one college during the normal dates for admission as prescribed by the University during the same session, he/she shall be allowed to participate in the Youth Festival from the College, where he/she is presently studying and attending the classes and from which Institution the registration has been sent to the University.
All the Participants shall have to show their Identity Cards before the participation in competition.
An individual shall not be allowed to take part in more than five items of the same youth festival.
2. Entry Fee
A college which has a strength (approved intake) of 500 or less will be charged Rs. 7000/-, and a college which has a strength (approved intake) of more than 500 will be charged Rs. 10,000/- as an entry fee in Team Manager’s Meeting.
Each College/Institute has to deposit a sum of Rs. 2000/- as security fee (Refundable) along with the eligibility performas in Team Manager’s Meeting. If any college/institute does not participate in Youth Festival after confirming its entry or due to ineligibility of participants, the security amount will be forfeited. The amount shall be recovered by the Directorate of Sports and Youth Welfare of the University.
3. Youth Festivals
Inter-Zonal Youth Festival:
Individuals/teams selected as per rules from all the zones in all the items would be invited to participate in the annual MRSPTU Inter-Zonal Youth Festival.
Any institution affiliated to MRSPTU may opt to host the Inter-Zonal Youth Festival.
The Director, Sports & Youth Welfare may organize Preparatory Meetings, Workshops, or Interactions with experts and team managers to prepare the teams for participation in Inter-University Festivals, if needed.Inter-University / National / International Youth Festivals:
Selection of University teams for Inter-University Youth Festivals will be made by the Directorate of Sports & Youth Welfare of the University, on the basis of recommendations of Observers from the first position holder teams of selected items of the Youth Festival, and selection will be made only of versatile students.
Combined teams can also be sent to achieve better results. The Director, Sports & Youth Welfare will take the decision in this regard as and when required.
Inter-University / National / International Youth Festivals shall be conducted as per AIU (Association of Indian Universities) Schedule.
4. Subsidy
- MRSPTU University Inter-Zonal Youth Festival (for two days):
₹6,00,000/- - MRSPTU University Inter-Zonal Youth Festival (for three days):
₹7,00,000/-
Including the entry fees for conduct of Inter-Zonal Youth Festival.
The rest of the expenditure will be borne by the host institute.
75 percent of the subsidy amount will be released after the sanction/approval of the Vice Chancellor.
5. Submission of Accounts
Within 15 days from the close of the Festival, the Principal/Convener will submit the utilization certificate and expenditure/income statement duly attested by a Chartered Accountant.
On the basis of these certificates, the remaining 25 percent subsidy will be released.In the utilization certificate and expenditure/income statement, TA & Honorarium shall be paid as actual from the total grant, and the remaining amount shall be divided as below:

6. Conduct of Festival
Please register/enroll your participation for each event before the due date. Late entries will not be entertained.
The team in each item will be called by the Code Number. Only three calls will be given during which the concerned team(s) will have to report at stage, failing which the team will lose its right to compete.
The next team will be called — if the next team is also absent, then the next team will be announced which should report as above, and so on.
It will be the responsibility of the Team In-charge to keep their teams ready for competition according to the announcements made from the stage only.
If there is any major problem, then prior permission of the Director, Sports & Youth Welfare is a must.If a member of an inter-college team is proven to be impersonating some other student or his/her admission in that college is proven to be fake, the whole team will be debarred from further participation in that competition.
Further, the team of that college will be debarred from taking part in that cultural event for the next three years.
The Cultural Coordinator will be held responsible for sending that team, and strictures would be sent against him/her to their college for action to be taken by the college management.Due thoughts should be given to the theme of the Youth Festival while preparing events — i.e., Elocution, Poem Recitation (Self Written), Poster Making, and Quiz (One Round).
The material/instruments required for the item may be brought/arranged by the team.
The use of firearms and fire on stage during any event or throughout the youth festival is strictly prohibited.
Proper screening of participants should be done by the Cultural Coordinator/College Authorities before finalization of the Team/Contingent/Participants/Events.
Please read all instructions and Rules & Regulations thoroughly.
Multitalented student participants should be encouraged.
The whole contingent from each College/Institution should be under the overall charge of one Coordinator/Teacher as Contingent In-charge.
Maximum two faculty members as Contingent In-charge are allowed.
A Lady Contingent Leader is essential for girl participants.The Director, Sports & Youth Welfare, MRSPTU, Bathinda may delay, postpone, or pre-pone an item/festival on account of unavoidable circumstances.
The host college will provide only General Light and Spot Lights on stage; no extra lighting will be allowed.
Urdu would be included as a language of participation in all literary events.
Students may be paid daily allowance at the rate of Rs. 125 per day for the journey period and Rs. 150 per day for the actual participating days during the conduct of Inter-College Youth Festivals by their own college.
Students may be paid refreshment allowance at Rs. 25 per day for the pre-youth festival camp (15 days) and the actual participating days during the conduct of Inter-College/Zonal Youth Festivals by their own college.
7. Entry Forms & Coordinator’s Meeting
Registrations will be done manually and performas will be available on the University Website.
Participating Colleges/Institutions of the Youth Festival have to submit an undertaking stating that the participation in all events of the Youth Festival shall be as per MRSPTU Youth Festival Rules.
If there is any wrong statement/fact found in the entry form, then the College Principal/Director will be held responsible.Submit hard copies of all the performas duly attested by the Cultural Co-ordinator and Principal/Director of the college/institute along with the following documents:
10th/12th Certificate
ID Proof (Aadhaar Card & College/Institute ID Card)
Last Semester Fee Slip — in scholarship cases, an undertaking by the Principal can be given as per format.
Demand Draft
Security Amount (Refundable)
Attach five passport-size photographs of each Participant/Accompanist attested by the Principal/Director (one to be fixed on the student eligibility performa).

Draw of lots for all events will be done during the Team Managers’ Meeting as per schedule.The team/teams will compete according to the Draw of Lots.
Principals/Coordinators of the Colleges/Institutes are requested to ensure that the Entry Form is properly filled in all respects and all particulars are correct.
Please read all instructions and Rules & Regulations of the Youth Festival carefully.
The Directorate of Sports & Youth Welfare of the University will not be responsible if the Entry Form along with the Entry Fee sent by the participating College/Institute is not received in the office of the Director, Sports & Youth Welfare (MRSPTU) and Host College/Institution by the due date.
8. Complaints and Objections
Complaints/Objections regarding judgment shall not be entertained at any level; however, the complaints/objections may be lodged against the teams/participants regarding the violation of university rules, as per the following guidelines:
If there is any objection regarding violation of rules, it will be entertained only if the objection is submitted to the Observers/Director Youth Welfare within 30 minutes after the completion of that particular event and before the declaration of the results.
No objection/request shall be entertained after the declaration of results of that particular event.
No participant/official of any institute shall go to the Press/Social Media for any controversial issue.Objection will be submitted by the Principal/Team In-charge along with a fee of Rs. 1000/- to the officials of the Directorate of Sports & Youth Welfare, MRSPTU Youth Festival.
The fee will not be refunded unless the objection is proved to be true.
If the objection against a participating team is found to be correct/true, the fee will be refunded to the concerned team and action shall be taken as per the rules.If any objection/problem is raised during the festival, for the solution of any problem/objection, the following committee is constituted:
Observers of the Youth Festival duly appointed by the University.
Director/Principal of the host college.
Senior-most Principal/Contingent In-charge present during the Youth Festival.
Results shall be announced by the Judges, and the decision of the Judges will be final.
Strict disciplinary action will be taken against any Team/Institution/Team member who uses objectionable words against the Judges, University Officials, or Coordinator Cultural Affairs.
9. Discipline
Disturbance, rowdyism, indiscipline, drinking, vulgar or obscene songs, eve teasing, influencing the adjudicators, indecent behavior, or undignified acts are contrary to the spirit and purpose of Youth Festivals.
Any indulgence of this kind may lead to withdrawal of all amenities available to participants and strict disciplinary action will be taken against them.During the festival days, if any student is found ineligible, the concerned college team will be debarred for 2 years.
No person other than the authorized ones is permitted to stay in the Festival Campus.
Only Senior Faculty Members should accompany the team.

10. TA/DA & Honorarium
T.A./D.A. to participants, accompanists, teachers, directors and contingent- in charges would
be borne by respective institutions.
11. Identity Cards
- Identity card duly filled in with a photograph affixed on it must be in possession of each
student participating in an inter-zonal festival and should be produced when demanded by a
representative of organizers. Boarding and lodging facilities and entry to auditorium will be
allowed only on production of identity card.
12. Attendance
During the participation in Inter University Youth Festivals the attendance for maximum
Fifteen days for rehearsals along with actual days of festival and journey will be provided.
During the Inter University festival days the internal papers will be adjusted on the
recommendation of the Director Sports & Youth Welfare if needed.
13. Prizes and Certificates
Performance of different individuals/teams will be adjudged only as First, Second, and Third in Youth Festivals in all items of competition.
Certificates & medals will be awarded to the position holders.
Remaining participants of Inter-Zonal Youth Festivals will be awarded certificates of participation.1st, 2nd & 3rd Overall Winner Teams of the Youth Festival will be awarded Running Trophies.
Along with this, category-wise winners i.e. Music, Dance, Literary, Theatre & Fine Arts will also be awarded running trophies.
An institution that wins continuously three times will retain the trophy permanently.In case of any tie (same score) for overall three positions, the trophy shall be awarded to the institution/college having more score in the Theatre category.
Along with the result of the item, Best Performers of the items will also be awarded as follows:
a) In One Act Play, the individual Best Actor and Best Actress will be declared.
b) In Bhangra, Giddha, and Regional Dance events, Best Dancer (Male) and Best Dancer (Female) will be announced respectively.
c) In Debate event, the Best Debater will also be announced.A Letter of Appreciation shall be awarded to the Chief Coordinator and Coordinator of the Host College.
These letters will be awarded on the basis of a recommendatory letter sent by the Director/Principal of the Host College.The award of overall trophies shall be decided on the basis of the total points scored by the team.

Notes:
Note 1:
Events which have been marked with a star (*) above shall get 15 seconds Grace Time after the completion of the maximum time limit.
For all other events, the Grace Time limit shall be 30 seconds.
The accompanist singing bolies for one college team should not represent/accompany any other participant of the same event.
Theme-based events are: Elocution, Poem Recitation (Self Written), Poster Making, and Quiz (One Round).
Note 2:
Vulgarity or bitter insinuations in events are not allowed.
Only innocent satire or humor is expected.
While presenting the above items, the sentiments of differently-abled people (like Eunuch, Blind, Handicapped, Deaf & Dumb, etc.) must not be hurt, and if such portrayals are required, they should reflect positivity of the character.
Note 3:
Traditional Fancy Dress, Hindi Solo Dance (Girls), and Duet Dance events will not be included in AIU Inter-University Youth Festivals (as per AIU rules).
1. Music Events
1. Classical Instrumental (Percussion – Tal Vadya)
i) Only one entry per Institution is allowed having one participant.
ii) Time Duration of the performance is minimum 08 and maximum 10 minutes.
iii) Time for Stage/Instruments setting is maximum 5 minutes.
iv) Maximum number of accompanists allowed are 02.
v) Item can be presented in either Hindustani or Karnatak style.
vi) Judgment will be based on qualities like Taal, selection of Raag, Composition and general impression.
2. Classical Instrumental (Non-Percussion – Swar Vadya)
i) Only one entry per Institution is allowed having one participant.
ii) Time Duration of the performance is minimum 08 and maximum 10 minutes.
iii) Time for Stage/Instruments setting is maximum 5 minutes.
iv) Maximum number of accompanists allowed are 02.
v) Item can be presented in either Hindustani or Karnatak style.
vi) Use of Casio is not allowed. Instruments of western origin adapted to the Indian Raga system are allowed.
vii) Judgment will be based on the qualities like Swar, Taal, selection of Raag, composition, and general impression.
3. Classical Vocal (Solo)
i) Only one entry per Institution is allowed having one participant.
ii) Time Duration of the performance is minimum 08 and maximum 10 minutes.
iii) Time for Stage/Instruments setting is maximum 5 minutes.
iv) Maximum number of accompanists allowed are 02.
v) Item can be presented in either Hindustani or Karnatak style.
vi) Film/Cinema/Recorded Songs are not allowed.
vii) Sufficient thought & care must be exercised in the choice of Raga and composition.
viii) Judgment will be based on qualities of singing like Voice, Swar, Taal, selection of Raag, composition, and general impression.
4. Light Vocal Indian
i) Only one entry per Institution is allowed having one participant.
ii) Time Duration of the song shall be between 04 to 06 minutes.
iii) Time for Stage/Instruments setting is maximum 02 minutes.
iv) Maximum number of accompanists allowed are 02.
v) Only non-filmy/non-recorded songs/Geet/Ghazal/Abhangas can be presented.
vi) Use of Harmonium/Dholak/Tabla is allowed.
vii) Judgment will be based on the qualities of singing like Voice, Swar, Taal, Composition and general impression, etc.
5. Folk Song (Punjabi)
i) Only one entry per Institution is allowed having one participant.
ii) Time Duration of the song shall be between 04 to 06 minutes.
iii) Time for Stage/Instruments setting is maximum 03 minutes.
iv) Maximum number of accompanists allowed are 02.
v) Only non-filmy songs should be presented.
vi) Pre-recorded music will not be allowed.
vii) Use of Tabla and Keyboard is not allowed.
viii) Judgment shall be based on qualities of singing like Voice, Swar, Taal, Composition and general impression, etc.
6. Group Song Indian
i) Only one entry per Institution is allowed.
ii) Time duration for the group song is minimum 08 and maximum 10 minutes.
iii) The Stage setting time for a group shall not exceed 4 minutes.
iv) Maximum 06 participant singers in a group and number of accompanists playing instruments shall be 03.
v) A team has to present two songs — one patriotic and another folk song.
vi) The group songs should be taken from Indian songs which can be in regional language. No film song should be presented.
vii) Professional accompanists shall sit/stand separately from participants, not lead the performance, and should be in different dress.
viii) Judging will be on the basis of quality of singing only — Swar and Taal, not on make-up, costumes, or actions.
7. Group Shabad/Bhajan
i) Only one entry per Institution is allowed.
ii) Time duration for the group shabad/bhajan is minimum 06 and maximum 08 minutes.
iii) Stage setting time shall not exceed 04 minutes.
iv) Maximum 06 participant singers in a group and number of accompanists playing instruments shall be 03.
v) Professional accompanists shall sit/stand separately from participants, not lead the performance, and should be in different dress.
vi) Only non-filmy Indian language Bhajan/Shabad can be presented.
vii) Judging will be on the basis of quality of singing like Swar, Taal, selection of Raag, composition, and not on costumes or actions.
8. Western Vocal Solo (English)
i) Only one entry per Institution is allowed having one participant.
ii) Time duration for the song is between 04 to 06 minutes.
iii) Time for Stage/Instruments setting is maximum 02 minutes.
iv) Number of accompanists allowed: 02.
v) Professional accompanists shall sit/stand separately from participants, not lead the performance, and should be in different dress.
vi) Language of the songs shall only be English.
vii) Judgment shall be based on qualities of singing, composition, rhythm coordination, and general impression.
9. Western Group Song
i) Only one entry per Institution is allowed.
ii) Time duration for the group song is between 08 to 10 minutes.
iii) Stage/Instrument setting time for a group shall not exceed 05 minutes.
iv) Maximum 06 participant singers in a group and number of accompanists playing instruments shall be 03.
v) Professional accompanists shall sit/stand separately, not lead the performance, and should be in different dress.
vi) Language of the song shall be English.
vii) Judgment shall be on the basis of quality of singing only and not on make-up, costumes, or actions.
viii) No weightage will be given to any dance during the performance.
10. Vaar Singing
i) Only one entry per Institution is allowed.
ii) Time duration for the performance is 05 to 07 minutes.
iii) Stage/Instrument setting time shall not exceed 03 minutes.
iv) Maximum 02 participant singers and 02 accompanists are allowed.
v) Professional accompanists shall sit/stand separately, not lead the performance, and should be in different dress.
vi) A student can play an instrument in place of a professional accompanist — total participants can be 04.
vii) A Vaar will be only in traditional verse forms. Only heroic deeds of prominent patriotic personalities of Indian History should be presented.
viii) Only traditional folk instruments of Punjab are allowed.
ix) Judgment shall be based on quality of singing, coordination, and general impression.
11. Folk Instrument (Solo)
i) Only one entry per Institution is allowed having one participant.
ii) Time duration for the performance is 06 to 08 minutes.
iii) Time for Stage/Instruments setting is maximum 03 minutes.
iv) Number of accompanists allowed: 01.
v) Professional accompanists shall sit/stand separately, not lead the performance, and should be in different dress.
vi) Participant may present preferably those folk tunes recognized as folk tunes of Punjab.
vii) Folk Instruments allowed: Algozas, Been, Bansuri, Wanjhali, Sarangi, Dotara, King, Toombi, Toomba, Sankh, Dhol, Dholak (Dholaki), Duffli, Duff, Ghara, Bughchu, Dhad, Nagara, Hamel, Kato, Sapp, Dauru, Chimta, Khanjri, Manjeera, and Ghungroo.
No other instrument/article will be allowed.
12. Folk Orchestra
i) Only one team per Institution is allowed.
ii) Time duration for the performance is 08 to 10 minutes.
iii) Stage/Instrument setting time for a team shall not exceed 03 minutes.
iv) The team shall consist of 06 to 09 participants.
v) Number of accompanists allowed: 03.
vi) Professional accompanists shall sit/stand separately, not lead the performance, and should be in different dress.
vii) The team may present preferably those folk tunes recognized as folk tunes of Punjab.
viii) Folk Instruments allowed: Algozas, Been, Bansuri, Wanjhali, Sarangi, Dotara, King, Toombi, Toomba, Sankh, Dhol, Dholak (Dholaki), Duffli, Duff, Ghara, Bughchu, Dhad, Nagara, Hamel, Kato, Sapp, Dauru, Chimta, Khanjri, Manjeera, and Ghungroo.
No other instrument/article will be allowed.
ix) Judgment shall be based on quality of singing, coordination, and general impression.
2. Dance Events
Bhangra (Boys)
i) Only one team per Institution is allowed.
ii) Time duration for the performance is 08 to 10 minutes.
iii) The Stage/Instrument setting time for a team shall not exceed 05 minutes.
iv) Maximum 10 participants allowed per team.
v) The number of accompanists allowed are 05.
vi) Singing of bolies shall be by student accompanist only.
vii) The professional accompanists shall sit/stand separately from the participants and shall not lead the performance, and they should be in different dress from the participants.
viii) The time of the performance will be counted from the first beat of the Dhol.
ix) Acrobatic actions are not allowed. Double/Triple standing is allowed.
x) Both sides (Purreh) of Dhol should be of leather sheet.
xi) The participating team will be responsible for removal of their props and other accessories etc. immediately after completion of their performance.

Giddha
i) Only one team per Institution is allowed.
ii) Time duration for the performance is 09 to 11 minutes.
iii) The Stage/Instrument setting time for a team shall not exceed 05 minutes.
iv) Maximum 11 participants allowed per team.
v) The number of accompanists allowed is 01.
vi) Singing of bolies shall be by student participants only.
vii) Time will be counted w.e.f. the first beat of the Dholak or the moment participants start singing, whichever is earlier.
viii) Indecent or obscene bolies are not allowed.
ix) Only plastic/metal bangles are allowed.
x) The participating team will be responsible for removal of their props and other accessories etc. immediately after completion of their performance.
xi) Judgment will be based on variety of actions, coherence with rhythm, symmetry, costumes, make-up, composition of performance, and general impressions like grace and expressions.
xii) From Giddha, Best Dancer (Female) shall be judged and announced with results.
Group Dance (Regional)
i) Only one entry per Institution is allowed. 10 participants allowed per team. The team may consist of all boys, all girls, or a mixture of both.
ii) The number of accompanists permissible is 05.
iii) Duration of dance should be 08 to 10 minutes.
iv) Time for sets/Instruments setting is maximum 05 minutes.
v) The dance can be either primitive or a folk dance (Indian Style) but not a classical one.
vi) The participating team will be responsible for removal of their sets/properties etc. immediately after the completion of their performance.
vii) Judgment will be based on Rhythm, Formation, Expression, Costumes, Make-up, Sets, and Overall Effect.
viii) Recorded Music is not allowed.
ix) From Regional Dance, Best Dancer (Male) and Best Dancer (Female) shall be judged and announced with results.
Classical Dance (Indian)
i) Only one entry per Institution is allowed.
ii) Time duration for the performance is 12 to 15 minutes.
iii) The Stage/Instrument setting time shall not exceed 05 minutes.
iv) The maximum number of accompanists permissible is 03.
v) The Classical Dance can be from any of the approved schools of Indian dances such as Kathak, Kathakali, Bharat-Natyam, Manipuri, Kuchipudi, Mohiniattam, and Odissi etc.
vi) Judgment will be based on Taal, Technique, Rhythm, Expression, Costumes, Innovation, Footwork, and General Impression.
vii) Dance on recorded cassette is not allowed.
Hindi Solo Dance (Girls)
i) Only one entry per Institution is allowed.
ii) Time duration for the performance is 03 to 05 minutes.
iii) Time for Stage Setting is up to 02 minutes.
iv) Participants can perform dance on Hindi/Bollywood song only.
v) Participants must bring the CD/DVD or Pen Drive of their song and submit it to the venue in-charge one hour prior to the event.
Duet Dance (One Girl and One Boy)
i) Only one team per Institution is allowed.
ii) Time duration for the performance is 04 to 06 minutes.
iii) Time for Stage Setting is up to 02 minutes.
iv) Participants can perform dance on Hindi/Bollywood song only and not on classical music.
v) Participants must bring the CD/DVD or Pen Drive of their song and submit it to the venue in-charge one hour prior to the event.
3. Literary Events
Elocution
i) Each Institute will be represented by one speaker.
ii) Medium of expression will be English, Hindi, or Punjabi (only one language should be followed).
iii) Speaker has to speak for a minimum of 04 minutes and maximum of 05 minutes.
iv) Subject/Topic of Elocution will be based on the Youth Festival Theme.
v) The subject/topic for the Elocution will be announced 24 hours prior to the competition.
vi) The item shall be prose or poetry and not song.
vii) Reading from paper/any other source is strictly not permissible.
viii) The sequence of speakers will be decided by a draw of lots.
Debate
i) Each Institute will be represented by two debaters; one will speak FOR, while the other will speak AGAINST the motion.
ii) Each debater has to speak for a minimum of 04 minutes and maximum of 05 minutes.
iii) Medium of expression will be English, Hindi, or Punjabi (the team will follow one language).
iv) The subject/topic for the debate will be announced 24 hours prior to the competition.
v) Reading from paper/any other source is strictly not permissible.
vi) The competitor from each Institute will speak FOR and AGAINST the motion.
vii) From Debate, Best Debater shall be judged and announced with results.
Quiz
i) Each Institute can send one team of three participants.
ii) There will be a written preliminary round and 04 top position holder teams will be selected for the Final round. The number of teams can be more than 04 if there is a tie.
iii) Finals will be oral with audio-visual questions.
iv) The specific rules regarding evaluation procedure, time to reply to a particular answer, and type of round will be given before the start of the competition by the Quiz Master.
v) The decision of the Quiz Master will be final.
vi) One round of quiz shall be based on the theme of the Youth Festival.
Poem Recitation
i) Each Institute will be represented by one participant.
ii) Time duration of the performance is minimum 04 minutes and maximum 05 minutes.
iii) Medium of expression will be English, Hindi, or Punjabi (only one language should be followed).
iv) The poem should be self-composed and it should be recited as a poem, not as a song.
v) Reading from paper/any other source is strictly not permissible.
vi) Poem should be based on the Youth Festival Theme.
Creative Writing
i) Each Institute can send one team of three persons (one participant for each category).
ii) Duration will not be more than 02 hours.
iii) Following will be the categories of participation:

v) Language of participation can be English, Hindi, or Punjabi (only one medium should be followed).

viii) Awards will be given category-wise.
4. Theatre Events
Mimicry
i) Only one entry having 01 participant per Institution is allowed.
ii) Duration of performance shall be between 04 to 05 minutes.
iii) Medium of expression can be English, Hindi or Punjabi.
iv) Participant may mimic sounds of machines and speeches of well-known persons etc., including film personalities.
v) Judgment will be based on skill imitation, variety of imitated sounds/voices and imitation presentation.
vi) The use of vulgar, abusive, or otherwise objectionable language in any form—spoken or digital—is strictly prohibited and may result in disciplinary action as determined by the institution.
Skit
i) Only one team per Institute will be allowed.
ii) The duration of the skit shall be between 08 to 10 minutes.
iii) Time for Stage Setting is up to 03 minutes.
iv) Maximum 06 participants are allowed to participate in this item.
v) Maximum number of accompanists allowed are 03.
vi) Medium of expression can be English, Hindi or Punjabi.
vii) Use of make-up, drapery and background music is allowed. No personal remarks, aspersions or character assassination etc. is allowed.
viii) The item will be judged basically on qualities like theme, acting, stage craft, design and general impression.
ix) Vulgarity or bitter insinuations in presentation should be avoided. Only innocent satire or humour is expected.
Mime
i) Only one team per Institute will be allowed.
ii) The duration of the mime shall be between 04 to 05 minutes.
iii) Maximum 06 participants are allowed to participate in this item.
iv) Maximum number of accompanists allowed are 02.
v) Background recorded music is allowed.
vi) Playing or using music from films (filmy songs) is strictly prohibited.
vii) Judgment will be based on theme idea, creativity of presentation, use of make-up, music and general impression.
One Act Play
i) Only one entry will be allowed from each Institution.
ii) The duration of the play should be between 25 to 30 minutes and time for Stage Setting is up to 10 minutes.
iii) The number of participants should not exceed 09 and the maximum number of accompanists should not exceed 03.
iv) Medium of expression can be English, Hindi or Punjabi.
v) The time will be counted as soon as the curtain goes up or team starts giving introduction, whichever is earlier.
vi) Empty stage to empty stage rule shall be followed strictly.
vii) The participating teams shall bring their own set/stage property, make-up material etc.
viii) Lighting will be provided by the host institute and no extra lighting is allowed.
ix) The participating team must report to the officials/department at least two hours before the presentation of the play.
x) Accompanists will either speak from the background or will play upon musical instruments for background music.
xi) The play can be in prose or verse but it should not be in musical form.
xii) Sufficient thought and care should be exercised in the choice of the play which should suit the occasion and taste of the general students’ audience. Plays alien to our traditions, culture and social life should not be depicted.
xiii) Presentation of play of last year Youth Festival by the same college is not allowed.
xiv) The responsibility for the copyright of any music used in the one-act play will rest entirely with the team performing the play.
xv) Judgment will be based on qualities of the play like theme, acting, stage craft, design and general impression etc. From One Act Play, Best Actor & Best Actress shall be judged and announced with results.
Traditional Fancy Dress
i) Only one entry will be allowed from each Institution.
ii) Time given will be minimum 01 minute and maximum 02 minutes to the participant.
iii) Any vulgar demonstration is not allowed. Fancy Dress can be related to any caste, tribe, state, religion, tradition, or work type of Indian culture.
iv) Music, background commentary and speech before the performance of the item is not allowed.
v) Acting, dancing and speech on the part of the participant are allowed but they shall carry no weightage.
vi) During the presentation of Traditional Fancy Dress item, only dress of the Indian culture may be worn. The item/material, if required, should be of India & Indian culture/tribe, caste, region etc.
vii) The judgment shall be based upon costumes, make-up, hairstyle, jewelry, headwear and footwear etc. Theme or idea will not be taken into consideration.
5. Fine Art Events
On The Spot Painting
i) Each Institute will be represented by one participant.
ii) Item will be conducted on the spot and participants will be requested to do painting on the subject given by the In-charge(s) of the competition.
iii) Duration will not be more than 2 hours 30 minutes.
iv) Size of the painting will be 22” x 15”.
v) Painting can be done in oil, water, poster, or pastel colours.
vi) Participants shall bring their own material like brushes, paints, etc. Only the paper/sheet will be provided by the host Institute.
vii) Judgment shall be based on neatness, depiction of subject, and overall composition.
Poster Making
i) Each Institute will be represented by one participant.
ii) Item will be conducted on the spot and participants will be requested to do poster making on the subject/topic given by the In-charge of the competition related to the theme of the Youth Festival.
iii) Duration will not be more than 2 hours 30 minutes.
iv) Use of colours is allowed.
v) Participants shall bring their own material. Only the Drawing paper/sheet (22” x 15”) will be provided by the organizers.
vi) Judgment shall be based on neatness, depiction of subject, and overall composition.
Collage Making
i) Each Institute will be represented by one participant.
ii) Item will be conducted on the spot on the given topic/subject, on sheet size 22” x 15”.
iii) Duration will not be more than 2 hours 30 minutes.
iv) Collage has to be prepared from old magazines. Use of scissors is not allowed.
v) Participant will bring their own material required for the contest like glue, old magazines, other materials, etc. Only the paper/sheet will be provided by the host institute.
vi) Judgment shall be based on overall composition and depiction of subject.
Cartooning
i) Each Institute will be represented by one participant.
ii) Item will be conducted on the spot on the given subject/idea.
iii) Duration will not be more than 2 hours 30 minutes.
iv) Idea should be innovative and original.
v) Participants shall bring their own material. Only the Drawing paper (22” x 15”) will be provided by the host University.
vi) Judgment shall be based on depiction of subject and innovative ideas.
Clay Modeling
i) Each Institute will be represented by one participant.
ii) Item will be conducted on the spot on the given subject/idea.
iii) Duration will not be more than 2 hours 30 minutes.
iv) Topics/Size and other specific rules shall be announced on the spot.
v) Pure clay and carving/modeling tools shall be arranged by the participant.
vi) Size of the item should not be less than 10 inches in height with permissible variation of 5%.
vii) Judgment shall be based on neatness, depiction of subject, and innovative thoughts.
Rangoli
i) Each Institute will be represented by one participant.
ii) Duration will not be more than 2 hours 30 minutes.
iii) Size can vary from 2’x2’ to 4’x4’ with 5% permissible variation.
iv) Participants shall bring their own material. For this, the medium and form for expression can be free hand, pictorial, and descriptive.
v) Only one medium shall be used – Poster Colours, Flower Petals, Saw Dust, Pulses, or Rice (without pasting).
vi) The participants will have to prepare a rangoli within the space provided by the organizers.
vii) Topic/theme will be given on the spot by the judges.
viii) The use of accessories like sieve, spoon, and scale etc. are allowed.
ix) Judgment shall be based on neatness, depiction of the overall subject, and use of colour combinations.
On the Spot Photography
i) Each Institute will be represented by one participant.
ii) The participant has to bring his/her own digital camera of not more than 25 megapixels.
iii) The digital camera should have a memory card which will be formatted by the judges before the commencement of the contest.
iv) The time limit will be 2 hours 30 minutes.
v) The participant has to capture 5 photographs on the theme announced on the spot by the judges.
vi) No mixing, matching or morphing of photographs will be permitted.
vii) Software such as Photoshop etc. for enhancing images is not permitted.
viii) The organizers will have all rights for the use of these pictures as and when they deem fit.

Mehndi
i) Each participating Institute/University can depute only 1 student participant.
ii) The participant has to draw the Mehndi on the palmar side of both hands of the model. The model should be a student of the same university.
iii) Duration will not be more than 2 hours 30 minutes.
iv) Item will be conducted on the spot on the given subject/idea.
v) Due credit will be given to originality, creativity, and decorative art with aesthetic sense.
vi) Use of hand print, moulds, or decorative materials is not allowed.
vii) Participants shall bring their own material. Only traditional Indian motifs can be used. Arabian Mehndi and the use of glitters is not allowed.
viii) Additional instructions will be announced on the spot.
ix) Mehndi can be applied on both sides of one forearm (till elbow). Judgment shall be based on neatness and intricacy of design.
Installation
i) Only one entry per Institute will be allowed with four participants.
ii) Duration will not be more than 2 hours 30 minutes.
iii) This item pertains to arrangement of unity in diversity of elements inspired by material arrangement for which particular space will be provided.
iv) Item will be conducted on the spot for which the topic will be mentioned.
v) A supervisor will be appointed by the host college with the approval of the Director Youth Welfare to check the raw material of participating teams before and during the competition.
vi) Participants can use waste material available in the surroundings or can take any material from outside also.
vii) Participants are not allowed to use any already composed images or forms available in the market. They should compose or create their own image with the raw material.
viii) The prepared items will be arranged and installed on site.
ix) This is a group activity – four (4) participants can participate but they will create only one installation whose size must not be bigger than 5’x5’x5’.
x) Material/products should be brought by participants themselves.
